Financing the Arctic - is the Arctic investable?

The Arctic holds vast resources and enormous potential for small and large infrastructural and industrial development. Innovation in business is vital for creating thriving and robust societies in the north. Much, though, will depend on the capital resources available. Without financing, there can be no development of business or infrastructure. At the same time, among the many challenges to financing, are forces from outside the region which are increasingly working to ban certain types of activities in the region.

What potential do financial institutions in Arctic States see in the north? How do international finance markets look at the region? What forces from beyond the Arctic are restricting capital inflow? Does the Arctic region require its own development bank and/or free trade area?
