Sammen med Harstad kommune og Troms fylkeskommune ønsker vi utforske hvilke forutsetninger som må være på plass for at lokalsamfunn skal kunne ta del i denne utviklingen, og om økt militær tilstedeværelse i Norden vil være med på å fremme grenseoverskridende samarbeid på nasjonalt, regionalt og lokalt nivå.
